Lawson-Fisher Associates (LFA) was selected by the City of Mishawaka staff as part of repurposing the 93,000 square foot building as the new home for City Hall, police department, and Mishawaka Utilities. LFA was engaged to assist with the civil-site campus improvements as part of this city redevelopment project. Project management services included development of schematic design documents, construction cost estimates, and supervision of project phasing for not only the new city hall campus site but also adjacent streets, and signalized intersections.

Located at the intersection of Lincolnway and Main Street, the campus included perimeter improvements with on-street parking, reconfigured lanes and curbs, signal improvements, and additional context sensitive and traffic calming features. Site topography was also a challenge with substantial grade changes across the site — over 20 ft — creating transition and accessibility challenges for building and garage entrances, adjacent sidewalks, and parking areas. The off-site work also included sewer and utility upgrades, site and street lighting, and other peripheral improvements.

Professional engineering and design services provided included topographic survey, coordination of geotechnical services, civil-site schematic design, site estimating, phasing and overall project coordination of on-campus and off-site improvements.

The project was completed in 2022 by Weigand Construction with city offices and other government services taking occupancy in the same year. LFA was pleased to assist city staff with this significant redevelopment project in the heart of downtown for a vacated site previously owned by Liberty Mutual.
