Piper C. Tittle, P.E., CPSWQ, CPESC – Vice President & Senior Civil Engineer

piper-tittlePiper C. Tittle is a Senior Civil Engineer and Vice President with over 20 years of experience in water resources projects. Piper’s credentials include wastewater facilities planning and storm water master planning, sanitary and storm sewer analysis and design, construction administration and associated permitting. Additionally, she has experience in licensing and compliance requirements for the Federal Energy Regulatory Commission (FERC) for hydroelectric projects. She holds a Bachelor of Science degree and a Master of Science degree in Civil Engineering from the University of Washington. She is also a Certified Professional in Storm Water Quality (CPSWQ) and a Certified Professional in Erosion and Sediment Control (CPESC).

Dennis A. Zebell, P.E., CPESC – Senior Civil Engineer

Zebell is a Senior Civil Engineer with over 33 years of experience in the fields of water resources, water and wastewater with specific expertise in the design and construction management of dams, levees, storm sewers, sanitary sewers, water distribution, pumping stations and storm water management. Dennis has been involved in a significant number of dam rehabilitation projects for the Indiana Department of Natural Resources (IDNR) and the Indiana Department of Administration (IDOA). His experience also includes numerous storm, sanitary and water projects for various municipalities in the state of Indiana. Dennis received his Bachelors of Science Degree in Civil Engineering from Michigan Technological University and is a Registered Professional Engineer in the states of Indiana, Michigan, Illinois and Colorado.  Dennis is also a Certified Professional in Erosion and Sediment Control (CPESC) and an active member in several professional organizations including American Society of Civil Engineers (ASCE), Indiana Water Environment Association (IWEA), American Water Works Association (AWWA), Indiana Association for Floodplain and Stormwater Management (INAFSM), and Association of State Dam Safety Officials (ASDSO).

Sky K. Medors, P.E., CFM, CPESC – Senior Civil Engineer

sky-medorsSky K. Medors is a Senior Civil Engineer with over 15 years of experience in the design and management of water resource projects. He has participated in both urban and rural hydrology and hydraulics projects and has been involved with the development of Emergency Action Plans for high hazard dams, including the testing and annual updating of these plans. Sky has likewise served as Project Manager for a variety of water resource projects from planning through design and construction phases. Sky received his Bachelor of Science degree in Civil Engineering from Purdue University and is a Registered Professional Engineer in the states of Indiana, Michigan and Ohio. He is also a Certified Floodplain Manager (CFM), Certified Professional in Erosion and Sediment Control (CPESC) and an active member of many professional engineering associations.

Randy J. Lindley, P.E., CPSWQ – Senior Civil Engineer

randy-lindleyRandy J. Lindley is a Senior Civil Engineer with over 40 years of experience in experience in wastewater, water, and storm water planning, design, and construction. Randy has managed and provided engineering expertise for a variety of municipal engineering projects including wastewater and water treatment process analysis and design; sanitary sewers and pump stations; water system supply, storage and transmission; storm sewers and pump stations; water quality studies; regulatory permitting and coordination; project funding agency coordination; sewer use ordinance preparation, and value engineering. Randy received his degree in Engineering from Purdue University and is a Registered Professional Engineer in the states of Indiana, Michigan, and Wisconsin. He is also a Certified Professional in Storm Water Quality (CPSWQ).

Jeffrey L. McKean, P.E. – Senior Civil Engineer

mckeanJeffrey L. McKean is a Senior Civil Engineer with over 23 years of experience in the water, wastewater and storm water fields. Jeff has served as Project Manager for a variety of water, wastewater and storm water projects from the planning phase through design, permitting, and construction phases. Projects that Jeff has worked on include water distribution, pumpage, storage and treatment; wastewater collection, pumpage and collection system rehabilitation; storm water collection, pumpage and storage; and site development designs. He has prepared Preliminary Engineering Reports for various funding agencies including State Revolving Loan Fund, Rural Development, and Indiana Office of Community and Rural Affairs. Jeff received his Bachelor of Science Degree in Civil Engineering from Southern Illinois University at Edwardsville and is a registered Professional Engineer in the States of Indiana and Michigan. He is an active member of American Society of Civil Engineers (ASCE), Water Environment Federation (WEF), and American Water Works Association (AWWA).

Christopher J. Jeter, P.E., CFM, CPESC, CPSWQ – Senior Civil Engineer

jeterChris J. Jeter is a Senior Civil Engineer with over 15 years of experience in transportation and water resources related projects. His duties and responsibilities include the preparation of National Environmental Policy Act (NEPA) documents for transportation related projects with federal funding, securing appropriate regulatory permits for state, municipal, and private projects, and assistance with regulatory compliance for Federal Energy Regulatory Commission (FERC) regulated hydroelectric dam facilities. He has assisted in the development of Emergency Action Plans for high hazard dams and has been involved with the annual testing and updating of these plans. Additionally, he has been responsible for project management and design of multi-use trail construction projects and stream bank stabilization projects. Chris received his Bachelor of Science degree in Civil Engineering from the University of Notre Dame and is a Registered Professional Engineer in the states of Indiana and Michigan. He is also a Certified Floodplain Manager (CFM), Certified Professional in Erosion and Sediment Control (CPESC), Certified Professional in Storm Water Quality (CPSWQ) and a member of many professional engineering associations.
